BJP Moves Privilege Notice Against Congress Over AI Video Row in Parliament

A fresh political confrontation has emerged in Parliament over the use of artificial intelligence in political messaging, with the Bharatiya Janata Party (BJP) moving a breach-of-privilege notice against the Indian National Congress over an AI-generated video shared on social media.

The notice was submitted to the Lok Sabha Privileges Committee by BJP member Vishnu Dutt Sharma, alleging contempt of the House and breach of privilege. The complaint concerns an AI-generated video circulated via Congress social media platforms that allegedly portrayed the Lok Sabha Speaker in a negative light. The video has since been deleted.

The notice has been issued to Congress media department chairperson Pawan Khera and also names AICC general secretary (communications) Jairam Ramesh and social media head Supriya Shrinate. The party has reportedly been given three days to respond.

Congress alleges pressure to remove AI content

Congress leaders have claimed that authorities pressured party workers to remove nine AI-generated videos over the past six weeks. According to the party, state police and other measures were used to compel deletion of content that they say was intended to hold the government accountable.

Supriya Shrinate confirmed that the video mentioned in the notice was among those flagged for removal. She stated that the clips clearly included disclaimers identifying them as dramatized depictions and defended their publication as a form of democratic expression.

Congress maintains that the videos highlighted parliamentary proceedings and referenced remarks connected to former Army chief M. M. Naravane’s book, which the party claims Rahul Gandhi was prevented from quoting during debate on the Motion of Thanks to the President’s Address.

Growing digital battle over AI content

The controversy reflects a broader digital confrontation between the BJP and Congress, with both sides increasingly using AI-generated content to shape political narratives and amplify messaging online.

Clips circulated by BJP supporters allegedly depicted Rahul Gandhi receiving instructions from financier George Soros to disrupt government proceedings. In response, Congress circulated videos portraying Prime Minister Narendra Modi and the Lok Sabha Speaker coordinating to prevent Gandhi from speaking in Parliament.

Congress leaders have claimed that their videos received significantly higher online engagement compared to those circulated by BJP supporters.

Pawan Khera described the issue as a quasi-judicial matter and said the party’s legal team will respond formally to the notice.

AI and politics: a growing challenge

The dispute comes as policymakers, technologists, and global leaders gather in New Delhi for the AI Impact Summit, where issues such as responsible AI use, misinformation, and digital ethics are central themes.

The incident underscores growing concerns about the role of artificial intelligence in political communication, including deepfakes, misinformation risks, and regulatory challenges. Experts warn that AI-generated content can shape public perception rapidly and raise ethical and legal questions in democratic systems.

As the privileges panel reviews the matter, the episode highlights how AI tools are reshaping political discourse in India, blurring the lines between satire, dramatization, and misinformation in the digital age.
