A significant security threat has been flagged by intelligence agencies following the recent visit of Ibtisam Elahi Zaheer, a cleric closely associated with Lashkar-e-Taiba (LeT) founder Hafiz Saeed, to the Rajshahi district of Bangladesh, an area geographically proximate to the Indian border. This movement is being analyzed as a potential component of a wider, destabilizing strategy dubbed the 'Bleed Northeast India' terror plot, sparking immediate alarm within India's security establishment.
The concern is particularly amplified given the current political climate in Bangladesh, which is operating under the interim government led by Muhammad Yunus following the ouster of the Sheikh Hasina government in August 2024.
Analysts suggest that the presence of a key LeT figure so close to the border points to a developing Pakistan-Bangladesh nexus, with a specific focus on escalating security threats across India’s northeastern states. The geographical vulnerability of the Northeast, coupled with the alleged resurgence of anti-India elements operating from Bangladeshi territory, presents a complex challenge to Indian authorities.
The situation is further complicated by other high-profile movements of internationally recognized extremist figures. Fugitive preacher Zakir Naik, known for his radical sermons, has reportedly been invited for an extensive month-long tour of Bangladesh. The simultaneous movement of such influential and controversial figures raises serious questions about the strategic intent behind the activities and the level of cooperation or tolerance they are receiving from factions within the interim Bangladeshi administration.
Security experts note that the strategy of leveraging Bangladesh's border proximity to disrupt and destabilize India's northeastern states—rich in strategic importance and ethnic diversity—is a long-standing tactic. The recent political upheaval in Dhaka may have created a permissive environment for these groups to renew their activities and organizational structures along the border region.
In response to the escalating threat, Indian security agencies have intensified monitoring and surveillance along the entire Indo-Bangladesh border, particularly focusing on the activities originating from the Rajshahi area. The government is expected to take up this serious security breach at the highest diplomatic levels to ensure the stability of the entire northeastern region and counter the perceived patronage of terror organizations by elements within Bangladesh. The objective is to dismantle any emerging infrastructure designed to execute the ‘Bleed Northeast India’ strategy.
