PM Modi Launches ₹62,000 Crore Youth Projects in Bihar | Focus on Skills, Education & Jobs

Prime Minister Narendra Modi will unveil youth-focused projects worth over ₹62,000 crore on Saturday, marking one of the largest national investments in education, skill development, and employment generation—with a special focus on Bihar.

According to the Prime Minister’s Office (PMO), these programmes are designed to empower young Indians through skill training, innovation, entrepreneurship, and accessible education, aligning with the government’s vision of a Viksit Bharat (Developed India).


PM-SETU: Transforming Skilling and Employability

At the centre of this initiative is PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs)—a ₹60,000 crore centrally sponsored project aimed at modernising 1,000 Industrial Training Institutes (ITIs).

The scheme will adopt a hub-and-spoke model—with 200 hubs and 800 spokes—each cluster equipped with digital learning systems, incubation centres, and advanced industry infrastructure.

According to the PMO, “Collectively, PM-SETU will redefine India’s ITI ecosystem, making it government-owned but industry-managed, with co-financing support from the World Bank and Asian Development Bank.”

In its first phase, PM-SETU will prioritise Patna and Darbhanga ITIs, turning Bihar into a centre for skilled manpower and technical innovation.


Vocational Skill Labs and Education Integration

The Prime Minister will also inaugurate 1,200 vocational skill labs across 400 Navodaya Vidyalayas and 200 Eklavya Model Residential Schools in 34 states and Union Territories.

These labs, designed in line with NEP 2020, will provide hands-on training in 12 high-demand sectors including IT, agriculture, tourism, and logistics. Additionally, 1,200 vocational teachers will be trained to deliver industry-relevant education, especially in rural and tribal areas.


Bihar-Specific Youth Empowerment Schemes

Bihar will see several state-specific projects launched under this programme:

  • The Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana will provide nearly five lakh graduates a monthly allowance of ₹1,000 for two years, coupled with free skill training.

  • The Bihar Student Credit Card Scheme has been redesigned to offer interest-free loans up to ₹4 lakh, enabling affordable access to higher education. Over 3.92 lakh students have already benefited from ₹7,880 crore worth of loans.

  • The new Bihar Yuva Ayog, a statutory commission for youth aged 18–45, will focus on nurturing entrepreneurial and leadership potential.

  • Modi will also inaugurate the Jan Nayak Karpoori Thakur Skill University, which will offer industry-driven vocational courses and advanced technical programmes.


Boosting Higher Education Infrastructure

Further strengthening the education ecosystem, the Prime Minister will lay the foundation for modern academic and research facilities at:

  • Patna University,

  • Bhupendra Narayan Mandal University (Madhepura),

  • Jai Prakash Vishwavidyalaya (Chapra), and

  • Nalanda Open University (Patna).

These projects, with a combined allocation of ₹160 crore, are expected to benefit over 27,000 students.

Additionally, Modi will dedicate the Bihta campus of NIT Patna—built for 6,500 students—with state-of-the-art labs, a 5G use case centre, an ISRO-linked space research centre, and an innovation hub for start-ups.


Scholarships, Employment, and Recognition

As part of the event, appointment letters will be handed to over 4,000 newly recruited Bihar government employees.

Scholarships worth ₹450 crore will also be disbursed to 25 lakh Class 9 and 10 students under the Mukhyamantri Balak/Balika Scholarship Scheme.

The programme will include the Kaushal Deekshant Samaroh—the fourth National Skill Convocation—honouring 46 national ITI toppers.


Empowering Bihar as a Skill Capital

With these projects, the government envisions Bihar as a hub of skilled and employable youth, contributing both to regional development and national progress.

The PMO stated, “With a special focus on Bihar, the state is likely to develop as a centre for skilled manpower, contributing to growth both regionally and nationally.”

Through a combination of education reform, vocational skilling, scholarships, and entrepreneurship support, these initiatives aim to transform India’s youth into a driving force for innovation and self-reliance.
