Meta Settles Child Safety Case With US States, Faces More Social Media Lawsuits

Meta has reached a settlement with dozens of US states in a major legal battle over allegations that Facebook and Instagram harmed young users and were designed in ways that encouraged addictive behaviour.

The agreement ends a landmark federal trial in Oakland, California, where Meta was facing claims that features on its platforms were deliberately designed to keep children engaged despite alleged risks to their wellbeing.

Under the settlement, Meta could pay up to USD 18 billion and introduce additional child safety measures and platform guardrails. The agreement also resolves related cases brought by several states, although the company and other major social media platforms continue to face significant legal challenges.

The federal trial had entered its second week and was expected to continue for several weeks. The lawsuit had been brought by California, Colorado, Kentucky and New Jersey, alongside other states that had accused Meta of designing Facebook and Instagram in ways that contributed to harm among young users.

The settlement also brings an end to a separate trial in Tennessee. However, not every state joined the agreement.

New Mexico was excluded because it had already secured a verdict against Meta in its own case. The state had accused the company of knowingly harming young users and concealing information related to child sexual exploitation on its platforms. A jury found in favour of the state, resulting in penalties and additional court-ordered safety measures.

Florida also did not join the settlement, with state officials arguing that the agreement was not sufficiently strict.

The legal pressure on Meta extends beyond cases brought by state governments. Hundreds of school districts across the United States have filed lawsuits against major social media companies, seeking compensation for costs associated with alleged harm to children's mental health and social media addiction.

A Kentucky school district case, selected as a bellwether among around 1,200 similar lawsuits, was settled by Meta, TikTok, Snapchat and YouTube before trial. However, many other school district cases remain unresolved.

Meta and other technology companies also face thousands of individual lawsuits involving allegations that social media platforms were designed to encourage compulsive use among children and teenagers.

Some lawsuits claim that excessive social media use contributed to serious mental health consequences, while others involve allegations concerning child safety, illegal drug transactions and other harms linked to online platforms.

The settlement marks the end of one of Meta's biggest legal battles with US states, but it does not end the broader scrutiny facing social media companies. With cases continuing across the country, the debate over platform design, child safety and the responsibility of technology companies is likely to remain at the centre of future legal battles.
