Dubai Introduces AI Police Training and 5-Year Service Bond, Debate Rises on Similar Reforms in India

Dubai has introduced major reforms to modernise its police training system, placing a strong emphasis on artificial intelligence, advanced technology, and mandatory service commitments. The new law aims to transform the Dubai Police Academy into a future-focused institution capable of preparing officers for technology-driven law enforcement.

The reforms were introduced under Law No. (7) of 2026, issued by Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates. The legislation replaces the academy’s previous legal framework that had been in place since 2005.

The updated law brings sweeping changes to the structure of police education in Dubai. One of the most significant aspects of the reform is the integration of artificial intelligence into the training curriculum. The academy will now incorporate AI-based learning systems, digital training platforms, and advanced research programmes designed to prepare officers for modern security challenges.

Authorities believe that the use of artificial intelligence can significantly improve the effectiveness of policing. AI technologies can help analyse large volumes of data, monitor digital threats, support predictive policing strategies, and assist officers in responding to complex security situations.

Another major provision introduced by the law is a mandatory five-year service requirement for graduates of the Dubai Police Academy. Students who complete their training will be required to serve in the police force for at least five years.

This rule is intended to ensure that the government benefits from the investment made in training future officers. By requiring graduates to serve for a fixed period, the policy aims to strengthen the police workforce and maintain stability within the security system.

The reform also expands the academic scope of the Dubai Police Academy. New specialised programmes and research initiatives are expected to focus on areas such as cybersecurity, artificial intelligence, digital forensics, and smart surveillance systems.

Dubai has already built a global reputation for adopting advanced technologies in governance, security, and urban management. The new reforms further reinforce its position as a leader in integrating innovation into law enforcement and public safety systems.

The development has sparked discussion in India about whether similar reforms could benefit the country’s police training institutions. As crime increasingly moves into the digital space, experts believe law enforcement agencies need to strengthen their technological capabilities.

However, experts suggest that structured AI training programmes within police academies could further strengthen these efforts.

However, some analysts caution that implementing similar policies in India would require significant investment in infrastructure, technology, and specialised training programmes. Policymakers would also need to carefully design service rules and academic frameworks suited to India’s diverse policing needs.
