The J-1 visa probe announced by the Trump administration has placed nine prominent US universities under investigation over allegations that their hiring of international researchers may have undercut wages for American graduate students and researchers. Vice President JD Vance raised the concerns during a White House briefing on October 8, 2026.

The universities named include Harvard University, Yale University, Stanford University, Brown University, the University of Pittsburgh, the University of California, Davis, the California Institute of Technology (Caltech), Arizona State University and the Massachusetts Institute of Technology (MIT).

The investigation aims to examine whether the institutions have misused the visa programme or violated applicable employment and research rules.

Subpoenas Issued to Universities

Anthony D’Esposito, inspector general at the US Department of Labor, said subpoenas had been issued to the universities as part of the investigation.

Vance alleged that J-1 visa holders account for approximately 61% of researchers working on federally funded projects at the nine institutions, compared with a claimed national average of 38%. The administration has not publicly provided a detailed explanation of how these figures were calculated.

Investigators are expected to examine potential visa violations, foreign financial relationships and possible foreign influence over federally funded research, based on statements made during the briefing.

What Is the J-1 Visa Programme?

The J-1 visa is part of the US Exchange Visitor Program. It allows eligible foreign nationals to participate in approved exchange activities, including academic research, teaching and other scholarly work.

American universities regularly use the programme to bring international researchers and postdoctoral fellows to their campuses. The visa programme itself is legal, and employing international researchers does not automatically amount to fraud.

The investigation will determine whether the universities breached relevant rules or used the programme in ways that unlawfully disadvantaged American workers. Allegations made by officials do not establish that the institutions have committed wrongdoing.

How Could the Investigation Affect International Researchers?

The J-1 visa probe could affect international scholars seeking research opportunities in the United States if it leads to stricter compliance requirements or changes in university sponsorship practices.
