Elgar Parishad Case: NIA Moves to Seize Anand Teltumbde’s Passport

The National Investigation Agency (NIA) has filed an application in a special Mumbai court seeking to impound the passports of Anand Teltumbde, Rona Wilson, Mahesh Raut, Gautam Navlakha, and Hany Babu, all accused in the 2018 Elgar Parishad–Maoist links case.

The application, filed under Section 51 of the Unlawful Activities (Prevention) Act, requests the court to direct the accused to surrender their passports for a period deemed necessary for ongoing investigations. The special NIA court has asked the accused to respond to the application. Section 51 allows courts to impound passports of those chargesheeted under the Act.

Currently, Teltumbde, Wilson, and Navlakha are out on bail. Mahesh Raut had earlier been granted bail by the Bombay High Court, which was stayed on NIA’s request, and the Supreme Court is yet to decide on the appeal. Recently, Raut received interim medical bail for six weeks. Hany Babu, former Delhi University professor, is awaiting a decision on his bail plea after being directed by the Supreme Court to approach either the High Court or trial court.

Teltumbde had sought permission to travel abroad for lectures but has not yet received approval.

The Elgar Parishad case stems from an event held at Shaniwar Wada, Pune, on December 31, 2017, marking the 200th anniversary of the Battle of Koregaon Bhima. Following the event, caste-related clashes erupted at the Bhimakoregaon war memorial, leading to the registration of an FIR over alleged inflammatory speeches. The case was later transferred to the NIA under the UAPA.

The NIA’s move underscores ongoing efforts to ensure the accused remain available for investigation and court proceedings.
