CBI to Question TVK Chief Vijay Over Karur Rally Stampede, Safety Lapses Under Probe

Nearly four months after a tragic stampede at a political rally in Tamil Nadu’s Karur district claimed 41 lives, the Central Bureau of Investigation has summoned Tamilaga Vettri Kazhagam (TVK) chief Vijay for questioning in New Delhi. The development marks a critical phase in the high-profile probe aimed at identifying accountability for lapses in crowd management and safety arrangements.

The incident occurred on September 27, 2025, during a large political gathering addressed by Vijay, drawing tens of thousands of supporters. What was intended to be a show of political mobilisation descended into chaos as crowd pressure intensified, leading to a deadly stampede that left dozens injured and resulted in one of the worst rally-related tragedies in recent years.

Investigators are expected to question Vijay on decisions taken in the planning and execution stages of the event. According to officials familiar with the investigation, the CBI is examining whether deviations from approved schedules, including a reported delay of several hours before Vijay’s appearance, contributed to an uncontrolled surge in the crowd at the venue.

The agency is also probing whether adequate permissions were secured and whether crowd control measures promised to local authorities were properly implemented. This includes scrutiny of volunteer deployment, coordination with district administration and police, emergency medical preparedness, and arrangements for essential facilities such as drinking water.

A key focus of the questioning is expected to be Vijay’s movement plan on the day of the rally. Investigators are analysing whether changes in arrival time, route planning, or stage access aggravated congestion at entry points, worsening the risk to attendees. The absence or insufficiency of barricading and regulated entry systems is also under review.

Financial aspects linked to the rally have come under the scanner as well. The CBI has sought documentation related to expenditure on infrastructure, security, logistics, transportation, and crowd management. Officials are attempting to establish whether resources allocated for safety were proportionate to the scale of the gathering and whether any gaps contributed to the tragedy.

The Karur stampede case was initially handled by a Special Investigation Team but was later transferred to the CBI following directions from the Supreme Court. The apex court ordered the central agency to take over the probe, citing the seriousness of the incident and the need for an independent and comprehensive investigation.

Since assuming charge, the CBI has recorded statements from multiple TVK office bearers, event organisers, local officials, and eyewitnesses. Video footage, communication records, and planning documents are being analysed to reconstruct the sequence of events leading up to the stampede.

TVK sources have stated that the party will cooperate fully with the investigation. The party has also requested security arrangements for Vijay during his visit to the national capital, citing safety concerns amid heightened public attention around the case. Delhi Police have been informed and are coordinating with central agencies to manage security during the questioning.

The outcome of the investigation is expected to have significant political and legal implications, particularly as it raises broader questions about accountability, public safety, and responsibility in mass political events. As the probe progresses, attention remains focused on whether organisational failures played a decisive role in the loss of lives at the Karur rally.
