Maharashtra’s fluid political landscape has delivered yet another surprise, this time in Kalyan-Dombivli, where an unexpected alliance between rival regional forces has stalled the Bharatiya Janata Party’s mayoral ambitions. In a tactical move, the Shiv Sena led by Eknath Shinde joined hands with Maharashtra Navnirman Sena, setting aside years of rivalry to block the BJP from securing control of the Kalyan-Dombivli Municipal Corporation (KDMC).
The post-poll manoeuvring follows the recently concluded civic elections to the 122-member KDMC, where the contest threw up a fractured mandate. The BJP emerged as a strong contender with 50 seats in what has traditionally been considered a Shinde Sena stronghold. Shinde’s Sena faction led the tally with 53 seats, while Raj Thackeray’s MNS won five. The Shiv Sena (UBT) secured 11 seats. The majority mark to govern the civic body stands at 62.
Despite being allies at the state level under the Mahayuti government, the Shiv Sena and BJP found themselves at odds over the mayor’s post in Kalyan-Dombivli. The BJP has been pushing for a power-sharing arrangement, proposing a 2.5-year rotational mayoral term. However, the Shinde-led Sena is keen on holding the mayor’s chair for the full term, triggering a breakdown in negotiations.
Following a high-level meeting at Konkan Bhavan, Shinde’s son and Lok Sabha MP Shrikant Shinde confirmed the understanding with the MNS. Together, the Shinde Sena’s 53 councillors and the MNS’s five take the alliance tally to 58—just four short of the majority. Shrikant Shinde indicated that the bloc could secure outside or direct support from a handful of councillors belonging to the Uddhav Thackeray faction, a move that would comfortably push the alliance past the halfway mark and eliminate dependence on the BJP.
This development has dealt a setback to the BJP’s plans in the KDMC, even as it has showcased its willingness to experiment with unconventional alliances elsewhere. In recent municipal council polls in Ambernath and Akola, the BJP had tied up with the Congress in one case and the AIMIM in another, decisions that later triggered disciplinary action from party leadership and suspensions within the Congress.
The Kalyan-Dombivli episode also feeds into a larger narrative unfolding across Maharashtra’s civic bodies. With alliances shifting from city to city, local arithmetic is increasingly overriding state-level partnerships, exposing fault lines within the Mahayuti alliance.
Meanwhile, the political suspense extends to Mumbai’s Brihanmumbai Municipal Corporation, where the BJP–Shinde Sena combine has ended the Thackeray family’s decades-long dominance. Despite having the numbers to elect a mayor, consensus remains elusive, underscoring the growing complexity of coalition politics in urban Maharashtra.
The Kalyan-Dombivli mayoral battle thus highlights a key reality of the state’s politics in 2026: alliances are transactional, rivalries are flexible, and power equations can change overnight.
