The Union Cabinet has approved an extended repayment timeline for Vodafone Idea’s adjusted gross revenue (AGR) dues, freezing the liability at ₹87,695 crore and allowing the telecom operator more time to pay, without granting any waiver or reduction in the total amount.

According to sources, the frozen AGR dues of ₹87,695 crore will now be repaid over a ten-year period from FY32 to FY41. The move eases near-term repayment pressure on the company but does not involve any concession on principal or interest. The government has clarified that the total dues remain unchanged.

In addition, AGR liabilities related to FY18 and FY19 will continue to be paid between FY26 and FY31 under the existing terms, with no alteration to the repayment structure.

Extended timeline, no financial relief

Officials said the Cabinet’s decision only restructures the payment schedule and does not offer any haircut, waiver or reduction in Vodafone Idea’s AGR burden. The dues have effectively been frozen at the current level, providing clarity on the company’s liabilities while deferring large payments to the next decade.

The Department of Telecommunications is expected to review and implement the decision in line with the Cabinet’s approval.

Why the government stepped in

The move is aimed at safeguarding the government’s nearly 49% stake in Vodafone Idea, ensuring orderly recovery of dues and preventing disruption in the telecom sector. Vodafone Idea has been grappling with severe financial stress due to high AGR liabilities, mounting debt and limited access to capital.

Officials said a sudden failure of the operator could have reduced competition in the telecom market, leaving fewer private players. By extending the repayment timeline, the government has sought to strike a balance between revenue recovery and sector stability.

Impact on Vodafone Idea

While the decision offers temporary breathing space by pushing major repayments into the future, analysts say Vodafone Idea’s long-term financial challenges remain unresolved. Without fresh capital infusion and sustained improvement in operational performance, the extended timeline alone may not be sufficient to restore financial stability.

In a separate regulatory disclosure, Vodafone Idea said its wholly owned subsidiary, Vodafone Idea Telecom Infrastructure Limited, has raised ₹3,300 crore, providing some short-term funding support.

The company has not issued an official statement on the Cabinet’s decision so far.

What is AGR?

Adjusted Gross Revenue (AGR) is the basis on which the government calculates licence fees and spectrum usage charges payable by telecom operators. It includes revenue from services such as voice calls, data, SMS, roaming and value-added offerings.

The long-standing AGR dispute arose after telecom firms argued that only core telecom revenue should be included, while the government maintained that all revenue streams must be counted. The Supreme Court upheld the government’s definition, resulting in substantial backdated dues for operators, including Vodafone Idea.
