With the 2027 Uttar Pradesh Assembly elections approaching, Congress leader Rahul Gandhi has begun executing a comprehensive political strategy aimed at rebuilding the party's presence in India's largest state. The plan focuses on expanding youth outreach, strengthening the Congress organisation at the grassroots level and ensuring a smooth alliance with the Samajwadi Party (SP) before seat-sharing negotiations become contentious.

Congress Targets Young Voters Through Student Outreach

A major pillar of Rahul Gandhi's strategy is attracting young voters. He is scheduled to address the third edition of the 'Chhatron Ki Goonj' programme in Prayagraj, an event designed to connect with students and first-time voters.

The Congress leadership believes Prayagraj holds symbolic significance due to its historical association with the Nehru-Gandhi family. Anand Bhawan, the ancestral residence of Jawaharlal Nehru, played a prominent role during India's freedom movement and continues to hold emotional value for the party.

According to internal party feedback, Rahul Gandhi's recent engagement with student issues inside and outside Parliament has helped improve Congress' appeal among Gen Z voters. Party leaders believe many young participants from Uttar Pradesh who were involved in student protests over the past year could become an important voter base ahead of the Assembly elections.

Congress Wants Early Seat-Sharing Deal With Samajwadi Party

Another priority is finalising the Congress-SP alliance well before election campaigning intensifies.

Senior Congress leaders from Uttar Pradesh have reportedly urged the leadership to establish a joint coordination committee with the Samajwadi Party by August 20 to complete seat-sharing discussions early.

The move is aimed at preventing public disagreements between leaders of both parties over constituency distribution.

While Rahul Gandhi and SP chief Akhilesh Yadav are understood to share cordial relations, leaders at the state level have occasionally exchanged conflicting statements regarding the alliance, raising concerns within both parties.

Congress believes resolving seat-sharing issues in advance will help present a united opposition front against the BJP.

Alongside alliance discussions, Congress has accelerated efforts to rebuild its own organisational structure instead of relying solely on its alliance partner.

The party recently appointed former Delhi minister Rajinder Pal Gautam as Uttar Pradesh in-charge, assigning him the responsibility of expanding Congress' outreach among Dalit communities, particularly as the Bahujan Samaj Party's electoral influence has declined in recent years.

Congress has also reshuffled several All India Congress Committee (AICC) secretaries responsible for Uttar Pradesh, bringing in a new leadership team to energise the organisation before the Assembly polls.

Party insiders believe strengthening booth-level workers and district units will improve Congress' bargaining position within the INDIA alliance while helping it build an independent political base.

Uttar Pradesh sends the highest number of MPs to Parliament, making it the most politically significant state in India.

Although Congress improved its performance in the 2024 Lok Sabha elections through its alliance with the Samajwadi Party, the party now aims to establish a stronger independent presence before the 2027 Assembly elections.

Political observers believe the success of Rahul Gandhi's three-pronged strategy—youth mobilisation, organisational rebuilding and alliance management—could determine Congress' long-term prospects not only in Uttar Pradesh but also in the run-up to the 2029 General Elections.
