India Calls Shehbaz Sharif Regime a ‘Form 47 Government’ at UN: What Does It Mean?

India used the term ‘Form 47 government’ to question the legitimacy of Pakistan’s ruling coalition, reviving allegations by Imran Khan’s PTI that the 2024 election results were manipulated.

The Form 47 government label has become a political criticism of Pakistan’s ruling coalition, with India using the phrase during a United Nations General Assembly session to challenge the legitimacy of Prime Minister Shehbaz Sharif’s government.

Indian diplomat Raghoo Puri said, “Nothing more can be expected from a Form 47 government,” while accusing Islamabad of focusing on narrative-building and misinformation instead of countering terrorism.

Puri also alleged that militant networks Pakistan had previously supported had turned into a threat within the country. Referring to these groups, he said the “Frankensteins” created by Pakistan had moved from causing trouble in neighbouring countries to creating problems at home.

The remarks brought renewed attention to Pakistan’s controversial February 2024 general elections and the allegations raised by former prime minister Imran Khan’s Pakistan Tehreek-e-Insaf (PTI).

What Are Form 45 and Form 47?

Form 45 and Form 47 are official documents used in Pakistan’s election-result process.

Form 45 records the votes counted at an individual polling station. It includes information such as the number of registered voters, votes cast and the votes received by each candidate.

Form 47, meanwhile, records the consolidated provisional results for an entire constituency after polling-station results are compiled by the returning officer.

The distinction became central to the 2024 election controversy. PTI alleged that figures in Form 45 documents did not match those recorded in Form 47 in several constituencies. The party claimed that PTI-backed independent candidates who had won according to polling-station figures were subsequently shown as defeated in the consolidated results.

These remain allegations disputed in Pakistan’s wider political debate. The phrase “Form 47 government” is therefore a political jibe, not an official designation.

Why the 2024 Election Remains Controversial

PTI-backed independent candidates emerged as the largest group in the election, winning 101 seats, according to the report. They also secured the largest share of votes, at 31%, followed by the Pakistan Muslim League-Nawaz (PML-N) at 24% and the Pakistan Peoples Party (PPP) at 14%.

Despite this, PML-N formed a coalition government with allied parties, bringing Sharif back as prime minister.

The controversy also drew attention in a Commonwealth Observer Group report. As quoted in the report, the group found evidence suggesting that some Form 47 documents had been altered and that discrepancies may have affected the declaration of winners in certain constituencies.

India’s use of the phrase at the UN has brought the dispute back into the international spotlight, linking Pakistan’s domestic electoral controversy with broader tensions between New Delhi and Islamabad.
