Diplomacy often unfolds through negotiations behind closed doors and carefully calibrated conversations between world leaders. Against this backdrop, the absence of a specific phone call between Prime Minister Narendra Modi and US President Donald Trump has triggered intense political and strategic debate. The missed call, which the American side reportedly expected to finalise a long-negotiated trade agreement, may have been a deliberate choice rooted in caution rather than indifference.
India and the United States have been engaged in prolonged discussions on a trade framework amid tariff disputes and shifting economic priorities. While there were expectations that an agreement would be concluded in 2025, negotiations stalled. According to comments made by the US Commerce Secretary, the deal was effectively ready, but required a final conversation between the two leaders. That call never came.
The Indian government has countered the narrative, clarifying that Modi and Trump spoke at least eight times over the phone during 2025. However, the absence of a call specifically aimed at sealing the trade deal appears to have frustrated the US President, who is now threatening steep punitive tariffs, reportedly as high as 500 percent. The impact has already been felt in financial markets, adding urgency to the diplomatic impasse.
Observers suggest that Modi’s restraint may be linked to Trump’s well-documented tendency to make unilateral public claims following private conversations. On multiple occasions, Trump has announced agreements or policy outcomes that were either premature or not mutually agreed upon. Such statements have often placed foreign leaders in awkward positions domestically and internationally.
Examples cited by analysts include Trump’s repeated claims that he brokered a ceasefire between India and Pakistan in 2025—an assertion New Delhi has firmly rejected, maintaining that the truce was bilateral and initiated by Pakistan’s military leadership. These claims were later used by Pakistan on international platforms and by opposition leaders in India, including Rahul Gandhi, to attack the Modi government.
Concerns over misrepresentation have also surfaced in trade diplomacy elsewhere. Trump has previously declared deals with countries such as Vietnam even when negotiations were ongoing or incomplete, sometimes contradicting official statements from those governments. In one instance, Trump publicly renegotiated terms during a phone call, later announcing an agreement that had not been finalised.
Reports in international media have suggested that Trump attempted multiple times to speak with Modi during sensitive periods, only to be rebuffed. Analysts interpreted this as a signal of both displeasure and strategic caution from New Delhi. While the two leaders have spoken on other occasions—including Trump calling Modi to wish him on his birthday—subsequent claims by Trump about India’s positions on Russian oil trade and defence purchases again forced Indian officials to issue clarifications.
Trump’s recent statements on India’s Apache helicopter orders further underscored the pattern, with inflated figures and incorrect timelines that contradicted official records. Such inaccuracies reinforce the perception that unscripted leader-level calls carry political risks.
Trade agreements, particularly between major economies, are complex and require institutional backing, legal vetting, and sustained negotiation. They are rarely concluded through a single phone call. In this context, Modi’s decision to avoid a potentially high-risk conversation may reflect a calculated effort to protect India’s diplomatic position, avoid public mischaracterisation, and ensure that negotiations proceed through established channels.
Given this backdrop, the absence of that one phone call appears less like a diplomatic lapse and more like a strategic pause.
