Delhi School Fee Regulation: New Law Requires 15% Parent Support for Complaints

The Delhi government has notified the Delhi School Education (Fee Fixation and Regulation) Act, 2025, introducing a structured framework to regulate private school fees and curb arbitrary charges. With over 1,500 private unaided schools now under the law’s ambit, fee regulation will follow a three-tier system—School-Level Fee Regulation Committee, District Fee Appellate Committee, and a Revision Committee.

A key provision mandates that fee-related complaints can only be taken up if at least 15% of parents support the grievance, encouraging collective action and discouraging isolated or frivolous complaints. Schools are prohibited from charging any additional or unapproved fees, and all components must be transparently itemised. The law also restricts the use of tuition fees to daily academic expenses, preventing their diversion to infrastructure projects.

Committees at both school and district levels will vet fee proposals, review audited financial statements, and settle disputes within fixed timelines. The Revision Committee's decisions remain valid for three years. Overall, the framework aims to ensure transparency, accountability and parent participation in the fee determination process across Delhi’s private schools.
