The Hindu College Staff Association has asked Delhi University to take over the institution and conduct an independent, time-bound inquiry into alleged irregularities in admissions, finances, procurement, appointments, governance and student welfare. The association submitted a memorandum to the DU Vice Chancellor outlining its concerns and seeking corrective action.
Admissions and governance concerns
The Hindu College Staff Association alleged that rules governing supernumerary admissions were breached despite objections from teachers-in-charge and committee convenors. It claimed that the prescribed 20 per cent limit and relevant DU ordinances were not followed. The association also alleged that a staff meeting was presented as a Staff Council meeting even though the elected secretary had not convened or attended it.
The memorandum further raised concerns over the alleged bypassing of the Staff Council, constitution of parallel committees and delays or denial of study leave, childcare leave, sabbatical leave and promotions. It called for restoration of the council's statutory authority and regular meetings.
Financial and student welfare issues
The association also alleged irregularities in procurement, hostel mess tenders and the prolonged outsourcing of security and sanitation services. It sought disclosure of governing body minutes, audited accounts, CAG reports, tenders, contracts, fee structures and scholarship guidelines, subject to applicable confidentiality rules.
Concerns were also raised over annual fee increases, scholarship and fellowship processes, grievance redressal and the continuation of certain office holders beyond prescribed terms.
The association additionally sought an inquiry into repeated fire incidents, structural defects and seepage in new buildings.
Demand for Delhi University takeover
The staff body has called for the removal of the Hindu College Governing Body Chairman and Principal to facilitate an impartial inquiry. It also wants responsibility fixed if violations are established.
The association has urged Delhi University to temporarily take over Hindu College and constitute an extended Governing Body, arguing that the move would reduce the Trust and existing Governing Body's control over the institution.
