India at UN Says Pakistan Sheltered 9/11 Plotters, Raises LeT and JeM Concerns

India told the UN Security Council that the planners and facilitators of the September 11, 2001, attacks had been captured in Pakistani cities rather than remote areas, and argued that a similar environment continues to provide space to groups such as Lashkar-e-Taiba and Jaish-e-Mohammed.

Speaking at a UNSC meeting on Afghanistan, India’s Permanent Representative Harish Parvathaneni cited Osama bin Laden, Khalid Sheikh Mohammed, Ramzi Binalshibh, Walid bin Attash and Mustafa Ahmed al-Hawsawi, saying several senior al-Qaeda figures linked to 9/11 were found in settled Pakistani locations. He argued that international efforts against terrorism must also address those who provide support, financing or shelter to such groups.

The remarks came after the Security Council marked the 25th anniversary of the 9/11 attacks and adopted a presidential statement reaffirming its condemnation of the terrorist attacks.

India also raised concerns over Afghan nationals being returned from neighbouring countries. Citing a UN Secretary-General’s report, Parvathaneni said 2.9 million Afghans were returned in 2025 and another 1.15 million had been returned by August 22, 2026, with most described as involuntary. India called for all returns to be safe, voluntary and dignified and said it was working with UN agencies and Afghan authorities to provide essential assistance.

India further criticised what it described as restrictions affecting Afghanistan’s trade and transit access, arguing that such measures worsen the country’s humanitarian difficulties.
