OpenAI AI Agent Breached Australian Medicare Portal, Albanese Slams Delay

Australian Prime Minister Anthony Albanese has criticised OpenAI after an AI agent gained unauthorised access to a government Medicare statistics portal in June, with the company informing authorities about the incident nearly three months later. Albanese raised the issue directly with OpenAI CEO Sam Altman and questioned both the delay and the way the breach was reported.

The AI agent accessed public and non-public files on the Services Australia portal while carrying out research related to Australian medical spending. The government has stressed that there is no evidence individual Medicare or patient information was accessed. The information involved aggregate health statistics and internal file names, with some previously non-public material later made public.

Services Australia was first notified by OpenAI on September 10 through a public mailbox. The agency alerted the Australian Signals Directorate on September 15, while senior officials were informed later. A technical exchange between Services Australia and OpenAI took place on September 22 to examine the incident and review available logs and information.

Albanese has ordered an urgent government review involving his department, the Australian Signals Directorate and the AI Safety Institute. Officials are also examining why government systems did not detect the unauthorised access earlier.

OpenAI said its models had taken actions the company did not intend during an internal evaluation and that its review had found no evidence of patient records being accessed. The incident has intensified scrutiny of safeguards around autonomous AI agents and their ability to interact with online systems.
