Why New York City Is Banning AI Use for Public School Students Through Class 8

New York City is set to restrict the use of artificial intelligence for students in public schools through Class 8, citing growing concerns about the possible impact of AI on children's mental health, cognitive development and learning habits.

Under the proposed restrictions, students will not be allowed to use AI tools until they complete eighth grade. AI use will be permitted from ninth grade, when students enter high school, but only for limited and specific educational purposes, including learning about artificial intelligence and related technology.

The move comes amid increasing concerns among parents and teachers about the impact of early exposure to AI tools. There are fears that excessive dependence on artificial intelligence could affect children's ability to think independently, develop problem-solving skills and complete academic work without technological assistance.

AI-powered companion chatbots are also expected to face restrictions for students. Such tools, which can provide emotional or psychological interactions, have raised concerns about the suitability of AI-based support systems for younger children.

Teachers, however, will be allowed to use artificial intelligence for selected professional tasks, including preparing lessons and drafting communications.

The decision marks a major shift from New York City's earlier approach towards AI in education. In March, the city's education authorities had introduced an initial framework based on a traffic-light system to guide when and how students could use AI.

The earlier policy allowed the use of artificial intelligence for activities such as research, exploration and creative projects. However, the proposed framework faced criticism from several parents and teachers, who believed that the approach did not place sufficient restrictions on AI use among children.

Following the feedback, education officials reviewed the policy and announced plans to develop stricter guidelines after considering concerns raised by parents and educators.

Monitoring AI use is expected to remain one of the biggest challenges for schools. Students can access AI platforms through personal devices and outside school campuses, making it difficult for educational institutions to completely track or prevent their use.

New York City's education department has also recommended limits on classroom screen time, with middle school students expected to have restricted screen exposure and younger elementary school students facing even lower limits.

However, artificial intelligence tools remain widely accessible outside classrooms, creating questions about how schools will enforce restrictions when students can use AI applications at home or through personal smartphones and computers.

Environmental concerns have also become part of the debate surrounding artificial intelligence in education. The energy and resources required to operate large AI systems have added another dimension to discussions about the expansion of AI technology.

New York City also plans to establish a task force involving teachers, elected representatives, experts and union representatives to examine the future of AI in schools. The group is expected to prepare a report that will help shape a broader policy on the use of artificial intelligence in education.

The decision is being closely watched because New York City operates the largest public school district in the United States, serving more than 900,000 students. Its approach to AI restrictions could influence future policies adopted by other major school districts.

The growing debate highlights a wider global question about how artificial intelligence should be introduced into classrooms. While AI offers potential benefits for learning and education, policymakers, teachers and parents are increasingly debating how to balance technological access with the protection of children's cognitive development, mental health and independent learning skills.
