DDA Removes Parking Charges, Flats to Become ₹5–12 Lakh Cheaper

In a move aimed at improving housing affordability in Delhi, the Delhi Development Authority (DDA) has removed parking charges from the total cost of flats under its ongoing housing schemes. The decision eliminates separate charges for covered and open parking spaces, reducing the overall price burden on buyers.

Officials estimate the change could lower flat prices by approximately ₹5 lakh to ₹12 lakh, depending on the flat category and parking space size.

Schemes Benefiting from the Decision

The immediate impact will be seen in MIG and HIG flats across four housing schemes:

  • DDA Karmayogi Awas Yojana 2025 (FCFS)

  • DDA Towering Heights Karkardooma Housing Scheme 2025 (E-Auction)

  • DDA Nagrik Awas Yojana 2026 (FCFS)

  • DDA Towering Heights Karkardooma Housing Scheme 2026 (FCFS)

The move is expected to make these properties more attractive to potential buyers.

How the Pricing System Has Changed

Under the revised policy, the cost of constructing parking facilities will now be included in the overall development expenditure used to calculate the Plinth Area Rate (PAR). Instead of charging buyers separately for garages or parking spaces, the cost will be distributed across the project’s overall pricing structure.

The authority clarified that no additional charges will be levied for car garages, scooter garages, or covered or uncovered parking.

Previously, parking costs were calculated separately based on plinth area, PAR calculations, and depreciation adjustments before being added to the flat price.

Expected Price Reduction for Buyers

The reduction varies depending on flat size and parking area.

  • HIG flats under Karmayogi Awas Yojana may see price reductions of around ₹10 lakh.

  • MIG flats under the same scheme could become cheaper by ₹4–5 lakh.

  • Larger parking areas in the Towering Heights Karkardooma project could lead to higher savings.

Overall, buyers may benefit from price reductions ranging between ₹5 lakh and ₹12 lakh.

Relief for Existing Buyers

DDA has clarified that buyers who already paid parking charges will not lose out. The amount paid will either be refunded or adjusted against upcoming instalments.

Since buyers typically pay in scheduled instalments, adjustments will reduce future payment obligations.

Impact on Towering Heights Karkardooma Project

Under the transit-oriented development plan, 1,026 two-bedroom flats in the Towering Heights Karkardooma scheme were priced between ₹1.78 crore and ₹3.09 crore. The project saw limited response during e-auctions, with market observers citing high reserve prices as a key reason.

With flats now offered on a first-come, first-served basis and effective price reductions in place, authorities expect renewed buyer interest and improved sales momentum.

Policy Scope and Exceptions

The new circular does not affect the disposal pricing of standalone garages or parking spaces left unallotted after project completion. It also does not alter guidelines for EWS flats developed by private builders.

A Step Toward Affordable Urban Housing

By integrating parking costs into overall project expenditure rather than charging them separately, DDA aims to simplify pricing and reduce upfront costs for buyers.

For many middle- and higher-income homebuyers in Delhi, this policy shift could significantly ease the financial burden and improve access to housing.
