Delhi Schools to Conduct Baseline Tests for Classes 2 to 8 From August 27

The Delhi government has directed schools to conduct baseline assessments for Classes 2 to 8 students from August 27, 2026. The assessments will evaluate students' foundational skills in Hindi, English and Mathematics.

The exercise will be conducted under the NIPUN Sankalp programme in schools under the Municipal Corporation of Delhi (MCD), New Delhi Municipal Council (NDMC), Delhi Cantonment Board (DCB) and the Directorate of Education.

The directions have been issued by the Delhi State Council of Educational Research and Training (SCERT).

Delhi Baseline Assessment Schedule

The assessments will be conducted on the following dates:

Students who are absent on the scheduled dates will get another opportunity to take the assessment by September 5.

OMR-Based Tests for Standardised Assessment

The baseline assessment will be conducted using OMR sheets to ensure a standardised evaluation process.

Schools have been instructed to maintain a one desk-one student arrangement during the assessment to ensure fairness and confidentiality.

All students must also be registered on the NIPUN Sankalp portal, with schools required to verify student records before the assessments begin.

Different Process for Classes 2-3 and Classes 4-8

The assessment process will vary depending on the student's class.

For Classes 2 and 3

Teachers will fill in the complete OMR sheet, including student details and responses.

For Classes 4 to 8

Teachers will enter student details and complete Part B of the assessment, while students will independently attempt and fill Part A.

Schools and Officials to Closely Monitor Tests

Heads of Schools have been directed to ensure that the assessments are conducted according to schedule and that trained teachers are assigned to the process.

Schools will also be responsible for:

  • Correct filling and verification of OMR sheets
  • Safe packing of completed answer sheets
  • Timely submission of assessment material
  • Ensuring all eligible students are registered

Zonal and other concerned education officials will closely monitor the assessment process and oversee the packing and submission of OMR sheets.

What Is the NIPUN Sankalp Programme?

The NIPUN Sankalp programme focuses on strengthening foundational literacy and numeracy among school students.

The baseline assessment is expected to help education authorities understand students' existing learning levels and identify areas where additional academic support may be required.

The exercise will cover students from Classes 2 to 8 across participating Delhi government and civic body schools.
