PAN–Aadhaar Not Linked by December 31? Be Ready for Penalty and ITR Trouble

Taxpayers who have not yet linked their Permanent Account Number (PAN) with Aadhaar have limited time left, with December 31, 2025 set as the final deadline. Missing this cut-off could result in penalties, restrictions on filing income tax returns (ITR), delayed refunds and higher tax deductions at source.

The Income Tax Department has clarified that PAN–Aadhaar linking is a mandatory compliance requirement under Indian tax laws, following a notification issued earlier this year.

What the latest CBDT directive says

According to the Central Board of Direct Taxes, individuals whose PAN was issued using an Aadhaar enrolment ID before October 1, 2024 must complete the linkage using their actual Aadhaar number by December 31, 2025.

Failure to meet the deadline will render the PAN inoperative from January 1, 2026, severely impacting routine financial and tax-related activities.

Penalties and past deadlines

Earlier deadlines for PAN–Aadhaar linking were June 30, 2023 and later May 31, 2024, with a late fee of Rs 1,000 under Section 234H of the Income Tax Act.

Tax experts note that individuals covered under the latest extension will not face any penalty if they complete the linking within the revised timeline. However, PAN holders who missed earlier deadlines may still be required to pay the Rs 1,000 fee to reactivate their PAN.

Why PAN–Aadhaar linking is crucial

An inoperative PAN can trigger multiple issues, including:

  • Inability to file income tax returns

  • Delay or denial of tax refunds

  • Higher TDS and TCS deductions

  • Rejection of Forms 15G and 15H

  • Suspension of banking, mutual fund and brokerage services due to KYC non-compliance

Refunds already due may also remain unpaid if the PAN remains inactive.

Simple online process

The Income Tax Department has enabled a straightforward online linking process through its official e-filing portal. Taxpayers are advised to verify their PAN–Aadhaar status well in advance and ensure that Aadhaar-linked mobile numbers are active to avoid authentication failures.

Completing the linkage before the deadline can help taxpayers avoid unnecessary financial disruption and last-minute compliance issues.
