SSC Updates Disability Rules, Restores Own Scribe Facility

The Staff Selection Commission (SSC) has issued new guidelines for candidates with disabilities, introducing revised disability certificate formats and restoring the ‘own scribe’ option for persons with benchmark disabilities (PwBD). The changes align with updated rules recently notified by the Department of Empowerment of Persons with Disabilities (DEPwD) and aim to streamline documentation requirements while improving accessibility for candidates appearing in upcoming examinations.

Updated Disability Certificate Formats

The SSC has replaced the earlier three-form system with a simplified two-form structure:

  • Form 5 – for candidates with a single disability

  • Form 6 – for candidates with multiple disabilities

These forms replace the previously used Forms 5, 6, and 7 across all SSC notifications.
The revised formats comply with the DEPwD notification dated October 16, 2024, which seeks uniformity and ease of verification for disability-related documentation.

For ongoing recruitments where notifications were issued after October 16, 2024, candidates may submit either the updated formats (Form V or Form VI) or the earlier versions. This transitional flexibility is intended to reduce procedural hurdles for aspirants still gathering valid certificates.

‘Own Scribe’ Facility Restored with New Compliance Rules

In a significant relief for PwBD candidates, the SSC has restored the option to bring an 'own scribe' for examinations notified on or before December 31. The revised norms introduce stricter eligibility conditions to ensure transparency and standardization.

Key rules include:

  • Scribe’s age must match the exam level:

    • Up to 20 years for matriculation and Class 12-level exams

    • Up to 22 years for graduate-level exams

  • Aadhaar authentication is mandatory for all scribes

  • If Aadhaar verification fails at the exam venue, candidates must either:

    • Use an SSC-provided scribe, or

    • Write the exam without one

These conditions aim to balance accessibility with exam integrity.

Self-Slot Selection Activated for JE and SI Exams

The Commission has also enabled the self-slot selection feature for candidates appearing in the Junior Engineer (JE) and Sub-Inspector (SI) in Delhi Police and CAPF examinations for 2025 (Paper-I).

Important details:

  • The slot selection window for the SI exam will remain open until November 21 at 11 pm.

  • According to the SSC exam calendar:

    • JE (Civil/Mechanical/Electrical) Exam 2025 (Paper-I): December 3–6

    • SI in Delhi Police & CAPF Exam 2025 (Paper-I): December 9–12

The feature is expected to give candidates greater control over their exam-day preferences.

With these updates, SSC aims to strengthen transparency, improve inclusivity, and streamline administrative processes ahead of a busy exam cycle.
