India Rejects Pakistan’s UN Letter on Indus Waters Treaty, Calls Tribunal Ruling Invalid

India has objected to Pakistan’s circulation of a letter at the UN Security Council concerning a recent Court of Arbitration decision related to the Indus Waters Treaty. The Indian government said Pakistan was misrepresenting the matter and reiterated that it does not recognise the tribunal’s authority in the dispute.

India has maintained that the Court of Arbitration was constituted in violation of the treaty framework and that its pronouncements do not affect India’s sovereign decisions. The tribunal, however, ruled on August 31 that the Indus Waters Treaty remained in force and said India could not unilaterally suspend its obligations. India rejected that decision.

New Delhi suspended the treaty in April 2025 following the Pahalgam terror attack, which killed 26 people. India has said the treaty will remain in abeyance until Pakistan takes credible and irreversible action against cross-border terrorism.

The dispute has also involved hydroelectric projects on the western rivers. The arbitration ruling said India must observe treaty obligations concerning the design and operation of such projects, while a World Bank-appointed neutral expert is expected to assess aspects of the projects.

India has also urged Pakistan to demonstrate concrete action against cross-border terrorism. The latest exchange at the UN comes amid continued tensions between the two countries over the treaty, terrorism allegations and water-related projects.
