Maharashtra Freedom of Religion Bill 2026 Passed: Key Rules, Penalties Explained

The Maharashtra Assembly has passed the Freedom of Religion Bill 2026, introducing strict provisions to curb unlawful religious conversions. The legislation aims to prevent conversions carried out through coercion, fraud, inducement, or marriage.

The bill was passed by voice vote late Monday, marking a significant development in the state’s legislative framework on religious conversion.

Key Provisions of the Bill

The newly passed law includes stringent penalties for individuals found guilty of illegal religious conversions. According to the provisions:

  • Conversions carried out through force, fraud, inducement, or marriage are prohibited

  • Offenders can face up to seven years of imprisonment

  • A fine of ₹1 lakh may also be imposed

The law specifically addresses cases where conversion is allegedly conducted under the pretext of marriage, a provision that has been a subject of debate in similar laws across different states.

Stricter Punishment in Sensitive Cases

The bill introduces harsher penalties in cases involving vulnerable individuals. Violations related to:

  • Minors

  • Women

  • Persons of unsound mind

  • Scheduled Caste and Scheduled Tribe communities

will attract stricter punishment, including:

  • Up to seven years of imprisonment

  • A higher fine of ₹5 lakh

These provisions aim to offer additional protection to individuals considered more vulnerable to coercion or exploitation.

Chief Minister Clarifies Government’s Stand

Maharashtra Chief Minister Devendra Fadnavis stated that the legislation is not directed against any particular religion or community. He emphasised that the objective of the bill is to ensure that conversions take place only through lawful and voluntary means.

According to the state government, the law is intended to safeguard individual rights and prevent misuse of religion for coercive or deceptive purposes.

Debate Around Religious Conversion Laws

Laws regulating religious conversion have been a subject of political and legal debate across India. Supporters argue that such laws are necessary to prevent forced or fraudulent conversions, while critics raise concerns about their interpretation and implementation.

The Maharashtra Freedom of Religion Bill 2026 adds to a growing number of similar laws introduced in different states in recent years.

Legislative and Social Impact

The passage of the bill is expected to have a significant impact on legal proceedings related to religious conversion cases in the state. Authorities will now have clearer guidelines and stronger legal provisions to act against alleged violations.

At the same time, the law is likely to remain a topic of discussion in political and social circles, with debates focusing on its scope, enforcement, and implications for personal freedoms.

The government has maintained that the legislation is focused on protecting citizens and ensuring transparency in matters related to religious conversion.
