Volkswagen, JSW Explore Strategic Partnership to Expand India Presence

German automaker Volkswagen is exploring a strategic partnership with JSW Group as it looks to expand its presence in India, increase localisation and improve competitiveness in one of the world’s fastest-growing automobile markets.

Skoda Auto Volkswagen India has signed an initial agreement with JSW Group to explore the key principles of a potential strategic partnership. The proposed arrangement could involve joint control, clearly defined operational responsibilities and governance mechanisms designed to support faster decision-making.

The companies are expected to explore several areas of collaboration, including vehicle platform sharing, increased local sourcing, expanded production capacity and stronger manufacturing and research capabilities.

The potential partnership comes at a crucial time for Volkswagen, which has struggled to significantly increase its market share in India despite operating in the country for more than two decades. The German carmaker's share of the Indian automobile market remains around 2 per cent.

Volkswagen is now looking towards deeper localisation and greater production scale to develop more competitive products and improve profitability in India’s highly price-sensitive car market.

A partnership with JSW could provide Volkswagen with access to stronger local capabilities and business experience as it seeks to address challenges that have restricted its growth in India.

The proposed collaboration could go beyond a conventional manufacturing partnership. Volkswagen and JSW are exploring opportunities across product development, sourcing, vehicle platforms and production, potentially creating a broader automotive partnership.

For JSW Group, the proposed deal would further strengthen its presence in India’s passenger vehicle sector. The conglomerate entered the passenger vehicle business in 2023 through JSW MG Motor India, its joint venture with China’s SAIC Motor, which sells MG-branded vehicles in the country.

A potential partnership with Volkswagen could therefore allow JSW to expand its relationships with major global automobile brands, while Volkswagen could benefit from the Indian conglomerate’s growing experience and local presence in the passenger vehicle market.

India has become increasingly important to Volkswagen’s global growth strategy as the company looks for opportunities beyond Europe. Skoda Auto currently leads Volkswagen Group's operations in India.

However, increasing scale has remained a challenge for the automaker, reflecting the difficulties faced by global car companies operating in India's competitive and price-conscious automobile market.

Volkswagen is also facing broader pressure to reduce costs and improve its global competitiveness. The company has been dealing with growing competition from Chinese automakers in Europe, tariff-related challenges and a slowdown in the Chinese market.

India offers Volkswagen an important growth opportunity because of rising vehicle demand, but the company needs greater scale and stronger localisation to compete more effectively.

The automaker also continues to face an ongoing tax dispute in India. Indian authorities raised a $1.4 billion tax demand against Volkswagen in 2024 over allegations related to import taxes. Volkswagen challenged the demand and maintained that it had complied with Indian laws and regulations.

The matter remains unresolved, adding another challenge to Volkswagen's efforts to strengthen its India business.

The proposed partnership with JSW could help Volkswagen increase local sourcing, share vehicle platforms, expand production and improve the competitiveness of its products.

For now, both companies are exploring the structure and key principles of the potential partnership. If the discussions move forward, the collaboration could become an important step in Volkswagen's efforts to build a larger and more profitable business in India.
