Saudi Arabia crude oil storage in Singapore is planned to begin in the second half of 2027 under a proposed arrangement intended to strengthen energy supply chains across Southeast Asia.
Singapore's Minister for Energy, Trade and Industry, Tan See Leng, announced the joint intention on October 26 during the Singapore International Energy Week conference.
The proposed arrangement will allow Saudi crude oil to be stored at Jurong Rock Caverns, an underground storage facility in Singapore. The initiative is intended to make Saudi Arabia's crude oil supply chain in Southeast Asia more resilient while supporting Singapore's ability to manage potential energy supply disruptions.
The announcement comes as energy-importing economies seek reliable access to crude oil and measures to reduce the impact of unexpected interruptions in global supply chains.
Tan said the arrangement would contribute to Singapore's energy security and strengthen the resilience of Saudi crude oil supplies across the region.
Saudi Aramco Expected to Sign Memorandum of Understanding
Saudi Aramco is expected to sign a memorandum of understanding with Singapore's Energy Market Authority and JTC Corporation, according to the announcement.
The discussions are expected to conclude within a few months, Tan said. The proposed agreement is intended to establish the framework for storing Saudi crude oil at the underground facility.
However, the announcement did not specify the volume of crude oil that would be stored, the investment required or the financial value of the arrangement. These details remain subject to further discussions.
How the Plan Could Support Energy Security
The planned storage arrangement could help improve the reliability of Saudi crude oil supplies to Southeast Asia by creating a storage point closer to regional energy markets.
For Singapore, which plays a significant role in regional energy trading and refining, the initiative is expected to support preparedness in the event of supply disruptions.
For Saudi Arabia, storing crude in Singapore could strengthen its regional supply chain and provide additional flexibility in serving customers across Southeast Asia.
The initiative's eventual impact will depend on the final agreement, storage capacity and operational arrangements. With implementation targeted for the second half of 2027, negotiations over the coming months will determine the details of the proposed partnership.
