US Passes Russia Sanctions Bill, 100% Tariff Threat for India and China

The US House of Representatives has passed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, giving the US president authority to impose tariffs of up to 100% on countries that purchase Russian crude oil and gas, including major buyers such as India and China.

The legislation cleared the House in a 262-159 vote after previously passing the Senate. It targets Russia’s leadership, energy sector and shadow fleet, with the stated aim of tightening sanctions and reducing efforts to bypass existing restrictions.

The bill includes potential exemptions for countries that significantly reduce their purchases and meet specified conditions, including limits linked to Russian gas imports. It also contains provisions allowing tariff adjustments and waivers under certain circumstances, subject to congressional requirements.

The legislation comes as India and the US continue trade negotiations, with India remaining a significant buyer of Russian crude because of its competitive pricing. If implemented, the tariff authority could add uncertainty to bilateral trade discussions and increase pressure on countries maintaining energy trade with Moscow.

The bill still requires presidential approval before its provisions can take effect. Its potential impact will depend on how the administration uses the tariff authority, including whether exemptions or waivers are granted to individual countries.
