Delhi Police permits the Congress rally at Ramlila Maidan on November 1, subject to strict security and crowd-control conditions.

The Congress Ramlila Maidan rally scheduled for November 1, 2026, has received clearance from Delhi Police, subject to strict conditions covering security, crowd management and public order. The organisers must conclude the gathering by 5 pm, install high-definition CCTV cameras and ensure that the event remains peaceful.

The no-objection certificate (NOC), issued on October 17, remains valid, according to the permission letter cited in the report. The police have prohibited overnight stays at the venue and marches from the ground to other locations during the event.

The rally comes amid the Congress and INDIA bloc's campaign over alleged electoral irregularities, including their ‘vote chori’ allegations against the BJP. Opposition parties have also questioned the Special Intensive Revision (SIR) of electoral rolls and demanded accountability from the Election Commission.

Venue Dispute Preceded Rally Permission

Congress general secretary (organisation) K C Venugopal alleged that permission for a proposed programme at Delhi's Ashok Hotel was withdrawn following police intervention. The opposition had planned a “public impeachment” event against Chief Election Commissioner Gyanesh Kumar on October 30 as a curtain-raiser for the rally.

Venugopal said the Congress had booked Ramlila Maidan from October 25 to November 3 before deciding to shift the programme there. He also alleged that police had prevented workers from setting up infrastructure at the ground.

CCTV Cameras, Water and Toilets Mandatory

Under the conditions, organisers must install high-definition CCTV cameras at entry and exit gates, the stage, seating areas and surrounding locations. A control room with at least five monitors must be established, with arrangements to record footage.

Adequate drinking water through tankers and sufficient toilet facilities, including separate blocks for women, must also be provided. Volunteers must be deployed to manage crowds and should be identifiable through uniforms or badges.

Police Warn Against Inflammatory Speeches

The rally must not result in violence, disorder or disruption of public order. Speakers are prohibited from making statements that create tensions or disturb social harmony on the basis of caste, religion or colour.

If a speaker delivers an inflammatory or threatening speech, organisers must immediately switch off the microphone and remove the person from the stage.

Organisers Must Submit Event Details

The organisers must provide Delhi Police with a list of invitees and volunteers, a minute-by-minute programme schedule, and details of the expected buses, including registration numbers. Vehicles must park only in locations designated by traffic police.

Participants must begin dispersing immediately after the rally ends. The programme cannot be extended beyond 5 pm, and any violation of the conditions may invite legal action.
